I was wondering how to word a thank you note to a family from India. Their note read: Congratulations from Samaira(their 1 year old), Shiprah(the mother) and Ablusher(the father).

Do I address the little girl first in my note of return?

Carol,

Thank you for your interesting question. I doubt there is one correct answer. However, I think you instinct is accurate. Addressing the note to each in the order they signed their card is proper. If you do not know them well, you can also address it to the family and not Individual members.
