Is it proper to send high school graduation announcement to boyfriend of less than one year's parents. Daughter says yes but I am not so sure.

The state of the relationship between the graduate and the boyfriend's family is the deciding factor, not the length of time involved. If there is a familiarity between the boyfriend's family and your daughter, then an invitation is appropriate. If not, I agree with you that inviting the parents is poor manners.
