I have a friend whom comes to my home for parties and she always ask me if she can invite her new friends, who I do not know if they can come as well. Is this tacky"?

The short answer is yes, it is tacky! It is poor manners to ask that strangers be included in a party invitation. On occasion, one may ask if a mutual acquaintance may be included. This behavior is right up there with asking what food is being served before accepting an invitation!

The proper way to decline is - "I have completed my guest list and I am happy with the number and combination of those invited. However, I do hope you can come.
